State Representative Julie Willoughby
Horne overcame the election debacle that occurred in 2022, when he triumphed, while the GOP lost the Governor, Attorney General and Secretary of State offices to Democrats.
Horne has a checkered history as an elected official. He began as an Arizona State Legislator and then ran for Superintendent of Schools serving from 2003 until 2011. He then was elected Attorney General from 2011 to 2015. Due to several controversies during his term, he was defeated in the primary by Republican Mark Brnovich who then won the general election.
Currently, conservative members of the State Legislature notably, State Senator Jake Huffman have announced that they will support a primary challenger to Horne because he accuses Horne of being hostile to the current ESA program, which directs taxpayer funds to private and charter schools. At this time, no candidate has been put forth as the challenger. At 80 years of age, some would consider him to be at the outer limit of most politician’s tenure.
Horne was banned from the securities industry for life after his firm went bankrupt in the early 60’s. He holds the following degrees:
- Bachelor’s degree, Harvard College (1967)
- J.D., Harvard University Law School (1970)
