JW Water Visits Desert View Theater

SBINSIDER REPORTING | December 12th, 2025
To a nearly packed house, the leadership of J.W. Water spoke along with a Cynthia Zwick of Residential Utility Consumer Office (RUCO). The event was sponsored by the SaddleBrooke Political affairs Commision. J.W. water explained that the current goal of JW Water was to consolidate three separate water supply companies into a single entity and when prompted by a question, eventually consolidate all the water companies they own. She also indicated that they have filed a rate case that would increase monthly water rates by 28% in SaddleBrooke.
JW Water is also seeking increases in the other water companies they have acquired from Robson Communities which happened in November of 2024-which in turn was purchased by a European based hedge fund.
Following on the water rate cases will be case filings to increase the monthly fees for sewer.
It was evident by the questions generated that most SaddleBrook residents understood that Robson had been undercharging for both water and sewer for years and that with a change of ownership, prices increases were unavoidable.
Meter Problems
Several residents asked why their bills tripled or quadrupled when their water meter had been replaced by JW. The company had their meter expert on hand and he explained that any meter over 15 years old has likely a worn out impeller which spins when water is flowing. A new meter then is going to reflect the correct usage. Some residents disagreed and the company offered to visit the homeowners to do a review of the situation but noted that irrigation leaks and other mechanical failures.
Arizona Corporation Commission
There are five ACC commissioners and all are Republicans. In the 2026 elections, two sitting of the commissioners are being challenged by two Republicans The GOP club had the challengers as speakers and their case was that the current commisioners had “bought into” the “Biden Green New Deal” which is bad for Arizona. Challenger Ralph Heap noted that our one nuclear power plant has 4 unused pads that could be built out to generate future power needs. No matter who wins, the SaddleBrooke rate cases will ultimately have to approved or not by the ACC as the case process typically runs 18 months. SaddleBrooke Republicans politely but firmly put the JW Water transition on the radar of the candidates.
Citizens can comment on the ACC website, contact their local state elected officials (Senator Vince Leach) or contact the candidates and challengers for the ACC election.
